I have the honour to acknowledge the receipt of your
You letter No: 31508 of the 17th instant, and to offer the following comments thereon.
2. As I have not yet been informed of any specific charges against me, (beyond the vague and general one of having failed to exercise adequate supervision over my subordinates), no explanation is as yet called for from me. My previous letters of the 1st and 16th June last were not of that nature, but dealt with my position in Hongkong by reason of the treatment accorded to me and the Harbour Department by the Colonial Secre- -tary, and certain misapprehensions entertained by His Excellency Sir Frederic Lugard in his minute of 19 November 1910, respective- -ly. It is true that, in that minute, there is an implied cen- sure for my having failed to put in writing a certain order issued verbally by me; but as that order was admittedly received by the officers concerned, I cannot think that this, alone, is the reason for my having been mulcted of $750. I am therefore still at a loss to conceive what the ultimate reason may be, and hence am unable to present my side of the matter.
3. The theft of the money took place just a year ago, and I remained in the Colony for more than three months after that date. At any time during that period I could have refuted
any charges made against me. Yet no such charges were made,
but instead I was judged and condemned unheard. The Chinese
